Marty reiterates support for Timor Leste’s ASEAN bid

Foreign Minister Marty Natalegawa told his Timor Leste counterpart José Luis
Guterres on Tuesday that Indonesia would continue with its support for Timor
Leste’s bid to join the Association of Southeast Asian Nations (ASEAN)
despite Indonesia no longer holding the chair of the 10-nation group.   

“We will continue to work hard to help realize Timor Leste’s vision to be a
member of ASEAN,” Marty said during a joint press conference with Guterres
following bilateral talks at the Indonesian Foreign Minister’s office. 

“Indonesia welcomes the appointment of Roberto Soares as Timor Leste’s
junior minister for ASEAN affairs within Prime Minister Xanana Gusmão’s
Cabinet. This move proves Timor Leste’s seriousness to pave the way toward
ASEAN membership.” 

The two ministers also agreed to boost cooperation between Indonesia and
Timor Leste particularly in the economic sector, including trade and
investment.

It was Guterres’ first visit to Indonesia since the inauguration of Gusmão’s
Cabinet in August.

“We discussed measures by which to improve the bilateral relations between
our nations to a higher level, such as facilitating the state visits of
officials from the two countries and enhancing people-to-people contact,”
Marty said.

The two ministers also discussed student exchanges, possible cooperation
between universities in Indonesia and Timor Leste, and the provision of
direct flights between the two countries.

Guterres, meanwhile, praised Indonesia’s stronger and more influential
global and regional position. 

“Indonesia has been very active in many forums, such as ASEAN and G20.
Therefore, Timor Leste is committed to improve relations and cooperation
with Indonesia,” the minister said, adding that he hoped Indonesia would be
appointed as a permanent member of the UN Security Council sometime in the
future.

The two foreign ministers also discussed plans regarding a tripartite
ministerial meeting to involve the foreign ministers of Indonesia, Timor
Leste and Australia, to be held on the sidelines of the upcoming 67th UN
General Assembly later this month in New York, US.

Guterres also expressed Timor Leste’s eagerness to take part in the
forthcoming Bali Democracy Forum in November in Bali.

According to Marty, Timor Leste’ s foreign minister also conveyed a plan to
organize the “2012 Tour de Timor”, a cycling competition to be held in the
former Indonesian province on Sept. 10–15.

Timor Leste declared independence from Indonesia in 2002 and has proposed
its inclusion as an ASEAN member since 2007. Its formal application,
however, was submitted in 2011 under Indonesia’s ASEAN chairmanship.

Indonesia and Timor Leste have begun working on a economic cooperation
framework called “the Regional Integrated Economic Approach”.

Japan supports Local NGOs

The representative of President of the Republic, Filipe da Costa after
assisting directly the Japanese ambassador handed over the supporting fund
to four NGOs said that the fund was to support basic needs in rural areas,
therefore, should it should be implemented with good quality.

The fund was to support projects such as constructing irrigation, installing
clean water system, constructing the studio for producing chairs for
disabled people, and rehabilitation of a primary school.

Through his representative, Taur Matan Ruak thanked the Japanese government
despite of supporting physical development; they also supported Timorese to
study in their country. 

Deputy Minister for Foreign Affairs to meet with US representatives talking on Hilary Clinton’s visit

Deputy Minister for Foreign Affairs and Cooperation, Constancio Pinto will
hold a meeting with the US representatives, talking about preparations for
the US Foreign Affairs Minister Hillary Clinton’s visit to Timor-Leste.

“We will hold a meeting with the US representatives on Monday (3/8) to talk
on preparations of welcoming Hilary Clinton,” he said. 

Mr. Pinto added that their focus talks would be on the car would transport
Ms. Clinton and meeting with the president of the republic. 

AUS Aid offers $.1, 6 million to Timorese Government

AUS aid has offered Aus $ 1, 6 million to Timor-Leste’s ministry of
education and ministry of finance to improve quality of education in the
country.

Director General for ministry of Education, Apolinario Magno said this
research project would benefit education sector due to many schools were
still in poor condition.

“The benefit of the fund is to support education sector, especially to
improve schools in the remote area and to better facilitate researcher to
hold survey,” Magno said.

Director General of Research and Analyses from Ministry of Finance Antonio
Freitas said the Australian Government offered $.1, 6 million to be used for
research.

“The Australian government offer $.1, 6 million to support the research
activity and to pay 140 people to hold survey throughout the country,”
Freitas said.

East Timor will be a high-income nation by 2030, says PM

Timor-Leste will become a develop country after it has implemented its National Strategic Development plan, according to Prime Minister Xanana Gusmao.

“It is common to stay that there is no peace without democracy, but it is no
democracy and consequently there is no peace,” Mr. Gusmao said when he addressed the meeting of Portugues Language Speaking Countries (CPLP) defense Ministry in Fatuhada, Dili last weekend.

“This is why Timor-Leste is committed to implementing its 20-year strategic development plan, which should transform us from being an undeveloped, low
income country by 2030, by making use of all our material and human
potential,” he said.

Ban praises Timor-Leste’s progress and consolidation of its security sector

Secretary-General Ban Ki-moon today praised the people of Timor-Leste for the progress they have made ten years after the country’s restoration of independence, commending the Government for consolidating a security sector that will be able to protect the country as the United Nations peacekeeping mission prepares to leave at the end of the year.“Timor-Leste has come a long way. You have much to be proud of,” Mr. Ban said in a press conference which he held jointly with President Taur Matan Ruak following a meeting between the two leaders in Dili, the capital.

In May, Timor-Leste celebrated its 10th anniversary since its restoration of independence in 2002. The independence celebrations coincided with the inauguration of Mr. Ruak, who won the presidential elections in April. The country also held parliamentary elections last month, which were largely peaceful and held in an orderly manner, according to observers.

“I commend all Timorese for the successful presidential and parliamentary elections earlier this year. The peaceful and orderly process reflects Timor-Leste’s strong commitment to stability, democracy and national unity,” Mr. Ban said.

Mr. Ban welcomed the progress made by the country’s security sector, and stressed that they would continue to have the support of the UN once the UN Integrated Mission in Timor-Leste (UNMIT), which is tasked with supporting the Government to consolidate stability and enhance a culture of democratic governance, departs at the end of the year.

Mr. Ban also commended Timor-Leste for its contribution of personnel to UN efforts to maintaining peace and security abroad. In May, 17 Timorese police officers passed a rigorous recruitment process to serve as peacekeepers in UN missions abroad. Currently, there are two Timorese police officers serving in the UN operation in Guinea-Bissau. Over the past 10 years, 12 police officers have served as UN peacekeepers in Kosovo and Guinea-Bissau.

“For over 16 months, the national police, PNTL, have borne the responsibility for the conduct of all police operations in Timor-Leste. They are not only making a difference here in the country, but around the world. We see that in the form of police and military personnel you are now contributing to UN peacekeeping missions in other parts of the world,” Mr. Ban said.

“This is a powerful testament to the growing professionalism and institutional development of your security forces – as well as your commitment to global solidarity,” he added.
During his visit, Mr. Ban also visited a police academy, where he spoke to members of the national police force and encouraged them to continue to work to make their country safer and focus on longer-term development after UNMIT’s departure.

“The close cooperation between UNMIT police and PNTL has been essential to ensure the continued strengthening of PNTL. We will work with you to address any remaining capacity gaps,” Mr. Ban said.
In his address to the national parliament today, Mr. Ban also outlined three areas that policymakers must focus on to advance the country’s progress. These consist of promoting inclusive growth that reduces inequalities, contributing to the promotion of peace and security, and empowering women and young people.
“As the UN now reduces its footprint in the country, you are continuing to set a global example of how to successfully emerge from conflict to lasting peace,” Mr. Ban said. “As we shape our new relationship, Timor-Leste can count on the United Nations’ steady support as you lead the way forward.”

During his visit Mr. Ban also spoke at the opening of an UNMIT exhibit at the new Museum of the Resistance, and he is scheduled to visit a primary school in Liquiça later today, where he will highlight the role of education for the country’s development.

Women Network NGO comdemned president Taur Matan Ruak's discriminatory remark

CJITL reports that women group condemned president Taur Matan Ruak over questioning PM Xanana's choice of former Minister for Social Affairs "Micato" as the Minister of Defense and Security. According to the NGO Rede Feto (Women's Network),  president TMR is breaching the article 16, 17 and 63 of the RDTL's constitution that guarantees equal civil rights and political participation regardless of gender and race. The Women Network NGO appealed the president to keep promises he made during his presidential campaign of involving women in the state affairs and asked the Prime Minister the reason why Micato was removed from the position and offered her old position as the Minister of Social and Solidarity.

On the latest news on the V constitutional government, Isabel Guterres resigned from her post as Minister of Social and Solidarity and Cerilio Cristovao, the chief of national Inteligence Agency, appointed as Minister of Defense and Security.

East Timor's recently appointed coalition government has unveiled its new cabinet.

In the new government, led by Prime Minister Xanana Gusmao, the former deputy Prime Minister, Jose Luis Guterres, has been appointed as Foreign Minister.

The former parliamentary president, Fernando de Araujo Lasama, will take on the role of deputy Prime Minister.

A spokesman for the government says in a last-minute change, Cirilo Jose Christopher will be appointed Minister for Defence and Security, a role that had initially been flagged for the former Minister of Social Security Maria Domingas Alves.

In the previous government the position was held by the Prime Minister Xanana Gusmao.

Francisco Guterres and Julio Tomas Pinto will retain their positions as State Secretaries for Security and Defence respectively.

The new cabinet is expected to be sworn in by the President Taur Matan Ruak on Wednesday.

Author who kills Alves suspended

The Timorese National Police (PNTL) Commander, Commissioner of Police
Longuinhos Monteiro said he had taken decision to suspend PNTL members who
shot dead Armindo Pereira Alves in Hera due to it is a homicide against the
people of the country.

Monteiro said the suspect did not work anymore as he had been detained for
investigation purposes.

“I have suspended him within two days waiting for the Public Prosecutor to
hold criminal investigation process, “he said.

He added as a democratic country the law banned the people from using force
against the civilians in the country.

F-FDTL condemns anarchy appears in the country

The Timorese Defense Force (F-FDTL) Commander, Major General Lere Anan Timur
said the F-FDTL has strongly condemned violence and anarchy happening in the
country.

Commander Lere Called on the young Timorese to creates peace and stability
to accelerate the development process of the country.

“Being the top leader in the defense force, I am not happy with the
anarchism in the country, I will not allow when the young people continue to
create anarchy to limit other people’s rights in the democratic society,” he
said.

Lere added he had information from PNTL commander that PNTL commands had
took legal action against its officers who had recently shot dead Armindo
Pereira Alves in Hera.

CNRT rejects FRETILIN to form V constitutional Government

CNRT conference rejects alliance with FRETILIN party in forming the V constitutional Government. The party that won majority of the votes in the 2012 Parliamentary election decided to ally with the Democratic Party and Frenti Mudanca to form Timor Leste's V constitutional government, leaving the second most voted party, FRETILIN to be opposition in the Parliament.

According to the news speculations, there have been strong violent reactions against the decision and many main roads in Dili are blocked by tire-burnings and many houses are stoned. The National Police (PNTL) reported the situation is still under control despite there were tear gas shootings to the protesters in front of FRETILIN's headquarters (CCF) in Comoro and other strong FRETILIN party bases in DILI.

The FRETILIN party leaders, both Francisco Guterres Lu-Olo and Mari Alkatiri, had previously assured the party supporters that FRETILIN was going to join the most voted party to form the V constitutional government in order to fight the plaguing corruption and strengthen the government institutions. Digicel Wins License, But Set to Pull Out of Timor-Leste

Dili - Tempo Semanal - Digicel first arrived in Timor-Leste in 2008 and established offices in Dili in 2009. It came to Timor-Leste in search of a license to operate a national telephone and internet service to compete with the much criticized monopoly held by Timor Telcom.

After 4 years of relationship building, investing in community services, learning about Timor-Leste and making preparations in every district for a possible license, Digicel was granted a license on 28 June 2012. Digicel claimed that if awarded a license that it would invest 100 million USD into Timor-Leste. However it was not the only other company to win, as Indonesian company TELIN was also awarded a license.

IFC signs up first micro finance partner in Timor-Leste

A member of the World Bank group will work with Moris Rasik, its first Micro Finance partner in Timor-Leste to expand access to finance for micro and small entrepreneurs in the country’s rural areas, helping them start and grow their business.

IFC signed an agreement with Moris Rasik to provide a performance-based grant over three years to fund its transition from non-governmental organization into a commercial financial institution.

IFC Regional Manager, Gavin Murray said Microcredit allowed entrepreneurs to start and expand small business, helping them out of poverty.

PD ready to sit as opposition: PD deputy secretary-general

The Democratic Party (PD) is ready to become opposition in the House of the
Parliament if new government would include independent people in the
cabinet, the PD Party Secretary-General Samuel Mendonca said.

Mr. Mendonca made the comments in relation to the party’s criteria for CNRT
and Fretilin parties to form the new government.

“PD has its own criteria when making coalition, namely the independent
people who have no party should not include in the government structure,” he
said.

He also said anyone who was against Timor-Leste’s independence should
include in the new cabinet.
