Ban praises Timor-Leste’s progress and consolidation of its security sector

Secretary-General Ban Ki-moon today praised the people of Timor-Leste for the progress they have made ten years after the country’s restoration of independence, commending the Government for consolidating a security sector that will be able to protect the country as the United Nations peacekeeping mission prepares to leave at the end of the year.“Timor-Leste has come a long way. You have much to be proud of,” Mr. Ban said in a press conference which he held jointly with President Taur Matan Ruak following a meeting between the two leaders in Dili, the capital.

In May, Timor-Leste celebrated its 10th anniversary since its restoration of independence in 2002. The independence celebrations coincided with the inauguration of Mr. Ruak, who won the presidential elections in April. The country also held parliamentary elections last month, which were largely peaceful and held in an orderly manner, according to observers.

“I commend all Timorese for the successful presidential and parliamentary elections earlier this year. The peaceful and orderly process reflects Timor-Leste’s strong commitment to stability, democracy and national unity,” Mr. Ban said.

Mr. Ban welcomed the progress made by the country’s security sector, and stressed that they would continue to have the support of the UN once the UN Integrated Mission in Timor-Leste (UNMIT), which is tasked with supporting the Government to consolidate stability and enhance a culture of democratic governance, departs at the end of the year.

Mr. Ban also commended Timor-Leste for its contribution of personnel to UN efforts to maintaining peace and security abroad. In May, 17 Timorese police officers passed a rigorous recruitment process to serve as peacekeepers in UN missions abroad. Currently, there are two Timorese police officers serving in the UN operation in Guinea-Bissau. Over the past 10 years, 12 police officers have served as UN peacekeepers in Kosovo and Guinea-Bissau.

“For over 16 months, the national police, PNTL, have borne the responsibility for the conduct of all police operations in Timor-Leste. They are not only making a difference here in the country, but around the world. We see that in the form of police and military personnel you are now contributing to UN peacekeeping missions in other parts of the world,” Mr. Ban said.

“This is a powerful testament to the growing professionalism and institutional development of your security forces – as well as your commitment to global solidarity,” he added.
During his visit, Mr. Ban also visited a police academy, where he spoke to members of the national police force and encouraged them to continue to work to make their country safer and focus on longer-term development after UNMIT’s departure.

“The close cooperation between UNMIT police and PNTL has been essential to ensure the continued strengthening of PNTL. We will work with you to address any remaining capacity gaps,” Mr. Ban said.
In his address to the national parliament today, Mr. Ban also outlined three areas that policymakers must focus on to advance the country’s progress. These consist of promoting inclusive growth that reduces inequalities, contributing to the promotion of peace and security, and empowering women and young people.
“As the UN now reduces its footprint in the country, you are continuing to set a global example of how to successfully emerge from conflict to lasting peace,” Mr. Ban said. “As we shape our new relationship, Timor-Leste can count on the United Nations’ steady support as you lead the way forward.”

During his visit Mr. Ban also spoke at the opening of an UNMIT exhibit at the new Museum of the Resistance, and he is scheduled to visit a primary school in Liquiça later today, where he will highlight the role of education for the country’s development.

Women Network NGO comdemned president Taur Matan Ruak's discriminatory remark

CJITL reports that women group condemned president Taur Matan Ruak over questioning PM Xanana's choice of former Minister for Social Affairs "Micato" as the Minister of Defense and Security. According to the NGO Rede Feto (Women's Network),  president TMR is breaching the article 16, 17 and 63 of the RDTL's constitution that guarantees equal civil rights and political participation regardless of gender and race. The Women Network NGO appealed the president to keep promises he made during his presidential campaign of involving women in the state affairs and asked the Prime Minister the reason why Micato was removed from the position and offered her old position as the Minister of Social and Solidarity.

On the latest news on the V constitutional government, Isabel Guterres resigned from her post as Minister of Social and Solidarity and Cerilio Cristovao, the chief of national Inteligence Agency, appointed as Minister of Defense and Security.

East Timor unveils new cabinet

In the new government, led by Prime Minister Xanana Gusmao, the former deputy Prime Minister, Jose Luis Guterres, has been appointed as Foreign Minister.
The former parliamentary president, Fernando de Araujo Lasama, will take on the role of deputy Prime Minister.
A spokesman for the government says in a last-minute change, Cirilo Jose Christopher will be appointed Minister for Defence and Security, a role that had initially been flagged for the former Minister of Social Security Maria Domingas Alves.
In the previous government the position was held by the Prime Minister Xanana Gusmao.
Francisco Guterres and Julio Tomas Pinto will retain their positions as State Secretaries for Security and Defence respectively.
The new cabinet is expected to be sworn in by the President Taur Matan Ruak on Wednesday.

Author who kills Alves suspended

The Timorese National Police (PNTL) Commander, Commissioner of Police
Longuinhos Monteiro said he had taken decision to suspend PNTL members who
shot dead Armindo Pereira Alves in Hera due to it is a homicide against the
people of the country.

Monteiro said the suspect did not work anymore as he had been detained for
investigation purposes.

“I have suspended him within two days waiting for the Public Prosecutor to
hold criminal investigation process, “he said.

He added as a democratic country the law banned the people from using force
against the civilians in the country.

F-FDTL condemns anarchy appears in the country

The Timorese Defense Force (F-FDTL) Commander, Major General Lere Anan Timur
said the F-FDTL has strongly condemned violence and anarchy happening in the
country.

Commander Lere Called on the young Timorese to creates peace and stability
to accelerate the development process of the country.

“Being the top leader in the defense force, I am not happy with the
anarchism in the country, I will not allow when the young people continue to
create anarchy to limit other people’s rights in the democratic society,” he
said.

Lere added he had information from PNTL commander that PNTL commands had
took legal action against its officers who had recently shot dead Armindo
Pereira Alves in Hera.

CNRT rejects FRETILIN to form V constitutional Government

CNRT conference rejects alliance with FRETILIN party in forming the V constitutional Government. The party that won majority of the votes in the 2012 Parliamentary election decided to ally with the Democratic Party and Frenti Mudanca to form Timor Leste's V constitutional government, leaving the second most voted party, FRETILIN to be opposition in the Parliament.

According to the news speculations, there have been strong violent reactions against the decision and many main roads in Dili are blocked by tire-burnings and many houses are stoned. The National Police (PNTL) reported the situation is still under control despite there were tear gas shootings to the protesters in front of FRETILIN's headquarters (CCF) in Comoro and other strong FRETILIN party bases in DILI.

The FRETILIN party leaders, both Francisco Guterres Lu-Olo and Mari Alkatiri, had previously assured the party supporters that FRETILIN was going to join the most voted party to form the V constitutional government in order to fight the plaguing corruption and strengthen the government institutions. But on sunday (15/7), the CNRT party congress voted against the most historic party to join in forming the incoming Government. FRETILIN party militants reacted to the anti-FRETILIN comment of CNRT militants by burning tires on the Dili's main streets.

Digicel Wins License, But Set to Pull Out of Timor-Leste

Dili - Tempo Semanal - Digicel first arrived in Timor-Leste in 2008 and established offices in Dili in 2009. It came to Timor-Leste in search of a license to operate a national telephone and internet service to compete with the much criticized monopoly held by Timor Telcom.

After 4 years of relationship building, investing in community services, learning about Timor-Leste and making preparations in every district for a possible license, Digicel was granted a license on 28 June 2012. Digicel claimed that if awarded a license that it would invest 100 million USD into Timor-Leste. However it was not the only other company to win, as Indonesian company TELIN was also awarded a license.

IFC signs up first micro finance partner in Timor-Leste

A member of the World Bank group will work with Moris Rasik, its first Micro Finance partner in Timor-Leste to expand access to finance for micro and small entrepreneurs in the country’s rural areas, helping them start and grow their business.

IFC signed an agreement with Moris Rasik to provide a performance-based grant over three years to fund its transition from non-governmental organization into a commercial financial institution.

IFC Regional Manager, Gavin Murray said Microcredit allowed entrepreneurs to start and expand small business, helping them out of poverty.

PD ready to sit as opposition: PD deputy secretary-general

The Democratic Party (PD) is ready to become opposition in the House of the
Parliament if new government would include independent people in the
cabinet, the PD Party Secretary-General Samuel Mendonca said.

Mr. Mendonca made the comments in relation to the party’s criteria for CNRT
and Fretilin parties to form the new government.

“PD has its own criteria when making coalition, namely the independent
people who have no party should not include in the government structure,” he
said.

He also said anyone who was against Timor-Leste’s independence should
include in the new cabinet.

Australia signs Agreement with Timor-Leste on the Market Development Facility

Dili, 6 July 2012 - The Minister of Economy and Development, Sr João Gonçalves and the Australian Ambassador to Timor-Leste, Mr Miles Armitage , today signed a Subsidiary Arrangement on the implementation of the new Market Development Facility (MDF).


The MDF is a multi-country private sector development program and has already been launched in Fiji . It aims to increase the income and employment of poor people in Timor-Leste through greater participation in market chains. This means greater involvement in all stages of production, transportation, processing, selling and exporting of goods or services. Poor people need to participate in market chains for income, employment, food and other essential services. They need this to get out of poverty.


Mr Armitage highlighted that “the Market Development Facility program represents a new phase of Australian support to local industry and recognises the important role that the private sector plays in job creation and livelihood opportunities for the poor. Australia will inject AUD8.7 million into the program over the next three years to drive pro-poor market development in Timor-Leste.”


Minister Gonçalves emphasized his hope that this new program will create sustainable employment and income earning opportunities for women and men in rural and urban areas throughout the country.

MDF will work closely with potential partners from the private sector to turn ideas into activities that are commercially sustainable and will help to reduce poverty. As a partnership, MDF provides technical assistance and a cost sharing arrangement; while the partner implements the activity as a part of their core business model.

Minister for Infrastructure Pedro Lay affirmed that the Timorese Government
had officially provided official license for the Digicel Pacific Limited and
Telkomsel International from Indonesia (TELIN) to invest in the
telecommunication sector in Timor-Leste.

“The result of the tender we held recently won by Digicel Pacific Limited
(Digicel) a company from Ireland and Indonesian Telekom International
(TELIN),”

“They will compete with Timor Telecom (TT) in the national market,” Minister
Lay said.

He said the Government had recently end the contract of TT not to monopolize
the telecommunication in the country, adding that the Government implemented

Xanana Gusmao calls on old generations to unite for developing TL

President of the National Congress for the Timorese Reconstruction (CNRT)
Kay Rala Xanana Gusmao has called on the old generations to unite to better
develope this country.

He also called on all the people and the political parties which had the
same thoughts to unite and develop this country prospering the people in the
future.

“We will be together with other parties to rule this country onward for the
people’s better future, for the veterans and for the young people’s lives,”
Gusmao said.

Gusmao made the statements yesterday during his political campaigns which
were held yesterday in Dili.

It is important for the young people to unite and contribute to the
security, peace and stability maintenance in the country.

President TMR to participate CPLP summit in Mozambique

President of the Republic Taur Matan Ruak (TMR) has given a green light to
participate in the Portuguese Language Speaking Countries (CPLP) summit in
Mozambique this month.

Former President Jose Ramos Horta made the comments after holding the
meeting with TMR at the palace of the president in Dili.

He added although President TMR had promised to the people of the country
that he would not hold overseas visit, but CPLP summit was important for the
people of the country.

“CPLP meeting is very important; therefore President TMR should participate
to deliver his speech on Guinea Bissau’s crisis,” he said.

Díli, 29 jun (Lusa) - O Conselho Nacional da Reconstrução de Timor-Leste (CNRT) e a Frente Revolucionária do Timor-Leste Independente (Fretilin) negaram hoje a existência de uma coligação pós-eleitoral e de um "governo sombra" divulgado na imprensa.
A imprensa timorense divulgou um alegado governo de coligação entre os dois partidos, liderado pelo atual primeiro-ministro, Xanana Gusmão. O presidente da Fretilin, Francisco Guterres Lu Olo, era apontado como presidente do parlamento nacional.
O alegado governo "sombra" incluia também os nomes de Rui Araújo (Fretilin) e da atual Procuradora-Geral da República, Ana Pessoa, nos cargos de vice-primeiros-ministros.
O líder do partido União dos Filhos da Montanha (Kota), Manuel Tilman, aparece como presidente do Tribunal de Recurso.
"Isso é mentira", afirmou à Lusa o secretário-geral do CNRT, Dionísio Babo.
A Fretilin também recusou, em comunicado divulgado à imprensa, a existência de qualquer governo "sombra".
Timor-Leste realiza eleições legislativas no próximo 07 de julho às quais se candidataram 21 partidos e coligações.
Responsáveis da Fretilin e do CNRT afirmaram em entrevistas à Lusa estarem disponíveis para fazer coligações pós-eleitorais caso não vençam o escrutínio com maioria.

A poor country with a tragic past argues over its nest-egg

AT THE crack of dawn brigades of streetsweepers fan out across Timor-Leste’s capital, Dili. In smart blue overalls and armed with brooms, they ensure that Dili’s main streets can vie for cleanliness with Singapore’s or Tokyo’s. It is a project designed to provide jobs for the city’s many unemployed. And it works. Despite the many burned-out buildings, the town feels less depressing than it did. But just off the main roads, the squalor of extreme poverty still prevails, and large families live in tiny shacks without water or sanitation.

To hear the parties campaigning ahead of a parliamentary election set for July 7th, such poverty will soon be a thing of the past in this country of 1.1m people. Setting up a political party is easy. The fact that each one gets a state subsidy helps explain why more than 20 mostly tiny parties will contest the 65 seats. Only two have a chance of winning: the Congresso Nacional de Reconstrução de Timor-Leste (CNRT) led by Xanana Gusmão, a charismatic former independence leader and now prime minister, and the Frente Revolucionária de Timor-Leste Independente (Fretilin), the party under whose flag the independence struggle was fought. Neither is likely to win an absolute majority.
Fretilin, now five years in opposition, has a hard core of support yielding up to 30% of votes. The CNRT aims higher. It hopes its huge expansion of public spending, including cash-transfer schemes, has bought it popularity. The budget has increased more than fourfold since 2008.
If it fails to win outright, the CNRT will reluctantly consider a coalition. But Mr Gusmão has tired of the struggle to keep his present five-party coalition on the rails. Meanwhile his government has been accused of widespread graft. His former finance minister, Lucia Lobato, was sentenced in June to five years in jail.

The wild card in the election is José Ramos-Horta, president until May and a former resistance leader-in-exile. Since his defeat in the presidential election earlier this year, he has tried to counterbalance the CNRT by supporting two smaller parties. He has made it clear that he hopes to see Fretilin included in the next government.

Much is at stake. Just this month a mass grave, holding dozens of bodies, was discovered in, of all places, Mr Gusmão’s garden in Dili. They had apparently been there since the bloodshed surrounding the end of Indonesia’s occupation in 1999, or even its invasion in 1975. Mr Gusmão himself has always said that economic development should trump the settling of old scores. Since then Timor-Leste has become rich, at least on paper, from oil and gas, with the income kept in a Petroleum Fund, which has swollen to $10 billion. Mr Gusmão wants to use the fund for a big development plan covering multi-billion-dollar infrastructure projects, including highways, new ports and an airport.
Mr Gusmão has been funnelling money from the fund to buy off influential groups of resistance veterans with generous pensions, and with development projects in rural areas seen as staunch during the occupation. Lucrative contracts to build the power grid in the countryside were awarded to the most loyal veterans.

But Mr Gusmão’s critics, among them Fretilin’s secretary-general, Mari Alkatiri, say his government has been spending unsustainably, bringing high inflation­an annual rate of nearly 18%­and risking emptying the Petroleum Fund within ten years. They also argue that the huge expenditure has benefited only a fifth of the population, even as over half still live in the sort of poverty seen in the poorest parts of Africa. Malnutrition among children is common, maternal mortality is one of the highest in Asia, and infectious diseases such as tuberculosis and hepatitis-B are endemic.
Despite all this, a lavish ceremony was staged at midnight on May 20th to celebrate the tenth anniversary of independence and to inaugurate the new president, Taur Matan Ruak, a former guerrilla leader and armed-forces chief. He will play a crucial role in forming a widely accepted government after the election.

If the vote goes smoothly, the United Nations will end its assistance mission and pull out its people, including 1,200 UN police, this year. A symbolic key to all the property it will leave behind has already been solemnly presented to Mr Gusmão. This will be the UN’s second withdrawal. After it left in 2006, a breakdown in security nearly led to civil war. Many Timorese are still nervous about the potential for political strife after the election. But the smooth conduct of this year’s presidential poll has built some confidence that democracy in Timor-Leste has matured enough to shake off its violent past.
